Info for Training Providers

The 83rd Texas Legislature required the Pension Review Board (PRB) to establish a Minimum Educational Training (MET) Program for trustees and system administrators of Texas public retirement systems. An organization or individual who seeks to offer training that meets MET Program requirements may apply to do so through two different pathways: training provider accreditation or individual course approval. Public retirement systems that provide in-house training may also become certified to satisfy MET Program requirements using the same two paths. Please see below for detailed descriptions of each pathway.

MET Rules for Training Providers

Curriculum Guide for MET Program – The Curriculum Guide outlines the core and continuing education content areas that may be covered by an MET activity or series of activities.

Basic Information for Potential Training Providers

Organizations, retirement systems, or individuals interested in offering MET courses may either apply to become accredited MET training providers or submit individual courses for approval.

Training Provider Accreditation

Training providers who apply and become accredited will not have to apply for approval for each individual course they offer, unless applying for core accreditation. This path is designed to meet the needs of frequent educational providers.

Individual Course Approval

Training Providers who do not wish to become accredited must apply for approval of each individual course they would like to offer under the MET program. This path is generally geared towards training providers who offer fewer or less frequent courses.

Obligations of Accredited Training Providers

Training providers may be accredited to offer MET activities in core content areas, continuing education content areas, or both. The list below covers some of the key requirements to become an accredited training provider; however, please refer to the rules linked above for a complete list of all required documentation and training provider obligations.

  • Training providers must provide participants with a certificate of completion (template) within 30 days of the end of the MET activity, as well as a process to evaluate the quality of the training activity.
  • Accredited training providers are required to maintain participation records and other documentation for a period of five years, subject to audit at any time by the PRB.
  • Training providers must apply for renewal of accredited status after an initial two-year period, and then after each subsequent four-year period of accreditation. Acceptance by the PRB in any given year does not guarantee acceptance in any future year.
  • Systems providing in-house training have different record keeping requirements. In-house training provider record keeping requirements can be found in the MET rules.

 

Training Provider Application Information

Descriptions of each type of application follow.  Please note that both applications require a copy of the course, course agenda, or outline to be attached.

Training Provider Accreditation Application

This form should be submitted by organizations or individuals applying to become a PRB accredited MET training provider.  This path is designed to meet the needs of frequent educational providers. Applicants will be notified by the PRB of  acceptance or rejection. Training providers must read and understand the program rules and the curriculum guide before applying. Please note that the PRB will not consider incomplete applications.

Individual Course Approval Application

This form should be submitted by a training provider, system, or individual seeking MET credit for one or more courses that are not provided by an MET accredited training provider. This path is designed to meet the needs of a training provider who does not wish to become accredited or who offers less frequent activities. Whether submitted by a training provider or a system, this form must be submitted at least 30 days in advance of a training activity, although the PRB, in its discretion, may grant exceptions for submissions made within 30 days of the activity, or those sent after the activity. Applicants will be notified by the PRB of acceptance or rejection of an activity.

Public Retirement Systems Offering In-House Training

A public retirement system that provides in-house training to its trustees may either become an accredited training provider or may apply for approval of individual training activities. The in-house training must meet the standards listed our in MET rules, which include some exemptions from the requirements for other training providers as listed in 40 T.A.C. Section 607.130. Systems are required to use the same applications above.
