Section 802.109, Texas Government Code requires the PRB to submit an investment performance report to the governor and legislative leadership offices that compiles and summarize information received in the evaluations. This report contains aggregate analysis of the evaluations, summaries of each individual evaluation and resources including a compilation of references from the evaluations to help systems access best practices and relevant benchmarking resources.
Introduced in November 2023, the PRB’s investment data report provides legislators, taxpayers, pension systems, and other stakeholders with investment related data. The report includes new investment expense data reported pursuant to recent amendments to Section 802.103, Texas Government Code, which requires public retirement systems to report details on direct and indirect investment expenses incurred. The investment data report also offers comparisons of investment returns, assumptions, and fees incurred by asset class.
The PRB directed staff to study the possible benefits for smaller pension systems of pooling trust funds for investment purposes as part of the agency’s mandate to include recommendations relating to public retirement systems that the board finds advisable.
